JakartaBicara, Pati – Kasus penyalahgunaan bahan bakar minyak jenis solar bersubsidi di Kabupaten Pati diungkap tim Direktorat Tipidter Bareskrim Polri. Dalam kasus yang disebut sebagai yang terbesar sepanjang 2022 tersebut Polisi menetapkan 12 orang tersangka. Hal tersebut diungkapkan oleh Kabareskrim Polri Komjen Pol Agus Andrianto saat memimpin konferensi pers ungkap kasus di TKP Gudang PT Aldi Perkasa Energi di Jl. Juwana-Pucakwangi, Kec. Jakenan, Kab. Pati pada Selasa, (24/05/2022) siang.
Turut hadir dalam kegiatan tersebut, Kapolda Jateng Irjen Pol Ahmad Luthfi, Kadivhumas Polri Irjen Pol Dedi Prasetyo, Dirtipidter Bareskrim Polri Brigjen Pipit Rismanto, dan General Manager Pertamina Jateng, Dwi Puji Ariestya. Di hadapan sekitar 60 awaknmedia, Kabareskrim mengungkapkan bahwa sepanjang tahun 2022 Polri telah berhasil mengungkap 230 kasus dan menangkap 335 tersangka kasus penyalahgunaan BBM dan LPG bersubsidi.
“Kasus yang digelar ini terungkap pada 18 Mei 2022 lalu dan merupakan yang terbesar sepanjang tahun 2022. Petugas berhasil mengamankan sejumlah pelaku di beberapa wilayah Kabupaten Pati,” terangnya.
TKP pertama yang berhasil diungkap berada di sebuah gudang di jalan Pati-Gembong, Kelurahan Muktiharjo, Kecamatan Margorejo, Kabupaten Pati, Jawa Tengah. Selanjutnya dari hasil pengembangan terungkap TKP kedua yang berada di gudang di Jl. Juwana-Pucakwangi, Desa Dukuhmulyo, Kec. Jakenan, Kab. Pati, Jawa Tengah. Petugas selanjutnya juga mengamankan rombongan mobil heli (pengangkut BBM yang modifikasi) yang ditangkap TKP ketiga di Jl. Juwana Puncakwangi Desa Dukuhmulyo, Kecamatan Jakenan.
Masing-masing dari 12 tersangka yang ditangkap, memiliki peran spesifik mulai dari pemilik modal sampai dengan pengangkut BBM jenis solar bersubsidi tersebut. Adapun para tersangka yang diamankan masing-masing berinisial MK sebagai pemilik gudang, EAS sebagai pemodal, AS sopir mobil heli, MT sopir mobil, SW sopir mobil, FDA sopir mobil, FDA sopir mobil, AAP kepala gudang, MA sopir truk tangki kapasitas 24 ribu liter, TH sopir truk tangki kapasitas 24 ribu liter, JS pemodal, AEP sopir mobil, dan S sopir mobil.
“Modus para pelaku yakni dengan cara menampung BBM jenis solar bersubsidi di gudang tempat penyimpanan yang diperoleh dari sejumlah SPBU. Mereka mengangkut solar menggunakan kendaraan yang sudah di modifikasi kemudian dikirim,” ungkapnya.
Dari sejumlah SPBU tersebut, para pelaku membeli solar subsidi seharga Rp.5.150,- per liter. Solar tersebut kemudian dijual ke pemilik gudang seharga Rp. 7.000 perliternya. Oleh para pemilik gudang, BBM solar subsidi yang telah dibeli tersebut kemudian diangkut menggunakan mobil truk tangki kapasitas 24.000 liter dan 16.000 Liter dan dijual ke kapal-kapal nelayan senilai Rp. 10.000 hingga Rp. 11.000 per liternya.
“Kami juga telah mengamankan Kapal Tanker bernama Permata Nusantara di Pelabuhan Tanjung Priok yang memuat 499 ribu liter solar diduga hasil dari proses penyalahgunaan BBM bersubsidi yang dilakukan para tersangka,” tuturnya.
Tindak pidana tersebut dilakukan para tersangka sejak tahun 2021 hingga sekarang. Diperkirakan omzet yang diraup dari kejahatannya mencapai 4 milyar rupiah.
“Ini (penindakan penyalahgunaan BBM subsidi) merupakan upaya yang terus menerus kita lakukan guna melindungi masyarakat dari perbuatan oknum yang menyalahgunakan BBM bersubsidi,” pungkasnya.
Sementara Kapolda Jateng Irjen Pol Ahmad Luthfi mengungkapkan, pihaknya terus menerus berkoordinasi dengan Pertamina untuk melakukan monitoring distribusi hingga penjualan BBM di pasaran.
“Lewat satgas Puser Bumi, Polda Jateng bekerjasama dengan Pertamina untuk memantau BBM di pasaran. Masalah monitoring distribusi dan penyaluran BBM merupakan salah satu arahan penting Kapolri dan ini tentunya ini wujud pelaksanaan dari kebijakan Presiden, ” kata Kapolda.
Atas keberhasilan Polri mengungkap kasus penyalahgunaan BBM bersubsidi ini, Dwi Puji Ariestya selaku General Manager Pertamina Jateng memberikan apresiasi tinggi. Dirinya mengungkapkan akan terus berkoordinasi dengan Polri untuk mengamankan penyaluran BBM di wilayah Jateng.
“Bila ada kelangkaan di suatu tempat, pasti kita laporkan ke Polda. Kemudian kita turun ke lapangan bersama untuk melihat penyebabnya. Atas prestasi yang luar biasa ini saya mengucapkan apresiasi yang sebesar-besarnya,” kata dia.
Atas perbuatannya dalam menyalahgunakan BBM solar bersubsidi pemerintah, para tersangka dijerat dengan Pasal 55 UU Nomor 22 Tahun 2001 tentang Migas sebagaimana telah diubah dengan pasal 40 angka 9 UU Nomor 11 Tahun 2020 tentang Cipta Kerja dengan ancaman hukuman maksimal 6 (enam) tahun penjara dan denda paling tinggi 60 milyar rupiah.
