JakartaBicara, Madiun – pembangunan Proyek Drainase yang terletak di Dusun Beran Desa Gemarang Kecamatan Gemarang Kabupaten madiun Tidak transparan Proyek tersebut tidak mematuhi peraturan sebuah transparansi program pemerintah.
Dimana pada proyek yang di kerjakan oleh desa gemarang tersebut tidak ditemukan adanya papan nama proyek dan diduga melanggar undang-undang.
Pembangunan Saluran Irigasi di Desa Gemarang Kabupaten gemaranG jadi polemik Karena setiap proyek tanpa papan nama informasi proyek merupakan sebuah pelanggaran karena tidak sesuai dengan Undang-Undang dan Peraturan lainnya.
Kedua peraturan dimaksud yakni Undang-Undang Nomor 14 Tahun 2008 tentang Keterbukaan Informasi Publik (KIP) dan Peraturan Presiden (Perpres) Nomor 70 Tahun 2012 tentang Perubahan Kedua atas Perpres Nomor 54 Tahun 2010 tentang Pengadaan Barang / jasa Pemerintah.
Papan informasi proyek itu bertujuan agar pelaksanaan setiap proyek dapat berjalan dengan transparansi ini dimulai sejak pekerjaan atau proyek dilakukan termasuk proyek yang dilakukan di badan publik.
“Pada pasal 25 Perpres diatur mengenai pengumuman rencana pengadaan barang/jasa pemerintah, papan pengumuman resmi, dan sebagainya. Ini semakin memperkuat apa yang juga diatur dalam UU nomor 14/2008 tentang Keterbukaan Publik Informasi Publik (UU KIP).
Disinggung mengenai masih adanya proyek yang dikerjakan tanpa papan nama proyek di Desa Gemarang Kecamatan Gemarang Kabupaten Madiun Sekretaris Desa Agus catur riyanto menampik tudingan itu ia berdalih bahwa papan nama proyek tersebut ada namun belum sempat memasang.
“Itu ada mas papan proyeknya tapi masih dikantor belum dipasang saya sudah suruh pak kasun tapi sama pak kasun juga belum dipasang sampai sekarang” ujarnya”
Itu program BKK APBD kabupaten madiun dananya 200 juta” imbuhnya”
Namun halnya keterangan itu berbanding berbalik pada kenyataan Dilokasi tidak dijumpai adanya papan nama proyek sedangkan proyek tersebut sudah berjalan kurang lebih 2 minggu Lamanya.
Disisi lain proyek tersebut dikeluhkan oleh warga sekitar sebab warga harus menanggung sendiri biaya pembuatan akses jalan masuk ke rumah pasca dibangunnya proyek drainase tersebut.
Salah satu warga berinisial S (60 tahun) mengaku keberatan apabila harus membuat akses jalan masuk rumah sendiri sebab ia mengaku tidak punya biaya untuk membuat akses jalan masuk rumah ia juga mengaku tidak pernah diberitahu sebelumnya terkait hal tersebut.
Pernah diadakan musyawarah didusun tapi tidak pernah disampaikan kalau setelah dibongkar di suruh membuat akses jalan sendiri,saya juga uang darimana harus beli bahan bangunan”ujarnya”
