JakartaBicara, Jakarta – Pembina Sistem Administrasi Manunggal Satu Atap (Samsat) Nasional menggelar Rapat dalam rangka mendorong perbaikan layanan Samsat dan peningkatan pendapatan negara melalui pajak kendaraan bermotor. Hadir pada Rapat tersebut Dirjen Bina Keuangan Daerah Kemendagri, Kakorlantas Polri dan Direktur Utama PT. Jasa Raharja. Rapat digelar di Plataran Menteng, Jakarta Pusat, Senin (13/6/2022).
Dirjen Keuangan Daerah (Dirjen Keuda) Kemendagri, Agus Fatoni menyampaikan, sebagai Pembina Samsat Nasional, Tim secara rutin menggelar rapat koordinasi bersama jajaran Ditjen Keuda, Korlantas Polri dan PT. Jasa Raharja. Rapat koordinasi sering melibatkan jajaran yang ada di daerah, baik dari Badan Pendapatan Daerah (Bapenda), Direktur Lalu Lintas Polda, Pimpinan PT. Jasa Raharja di daerah dan dari Samsat.
Fatoni menyampaikan, saat ini Pendapatan Asli Daerah (PAD) dari Pajak Kendaraan Bermotor masih menjadi andalan bagi daerah, khususnya provinsi. Namun, potensi pajak kendaraan bermotor masih belum dikelola secara maksimal. Oleh karena itu, Fatoni menegaskan, “perlu upaya semua pihak, agar pengelolaan potensi pajak kendaraan bermotor bisa maksimal, baik dari sisi perbaikan pelayanan, maupun dari sisi optimalisasi pendapatan.”
Fatoni melanjutkan, “baik kualitas pelayanan maupun peningkatan pendapatan, keduanya saling terkait. Apabila pelayanan semakin baik, maka pendapatan semakin meningkat.”
Fatoni menegaskan, “Oleh karena itu, kita perlu bekerja keras meningkatkan kualitas layanan Samsat agar pelayanan lebih mudah, lebih murah, lebih cepat, lebih nyaman, lebih transparan, efektif dan efisien, dibarengi dengan akuntabilitas yang terjamin.”
Selain itu, Fatoni menyampaikan, upaya berikutnya akan ada sosialisasi terkait rencana penghapusan Biaya Bea Balik Nama (BBN II) dan penghapusan Denda Progresif untuk kepemilikan kendaraan, hal ini dimaksudkan guna meningkatkan kesadaran dan kepatuhan wajib pajak sekaligus upaya mendorong pendapatan asli daerah.
Lanjut Fatoni, “akan ada stimulus kepada masyarakat oleh Kemendagri yaitu berupa penghapusan BBN II dan penghapusan Denda Progresif untuk kepemilikan kendaraan,” tuturnya.
Menurutnya, Kemendagri dan Tim Pembina Samsat akan melakukan sosialisasi kepada masyarakat dan pemerintah daerah untuk mendorong penerapan aturan tersebut dengan memberikan reward kepada daerah yang mempunyai angka kepatuhan tertinggi, sehingga nantinya akan memotivasi pemerintah daerah lainnya.
Fatoni menambahkan, bila sesuai ketentuan Pasal 24 Peraturan Presiden Nomor 5 Tahun 2015 tentang Penyelenggaraan SAMSAT ditegaskan bahwa Pembina Samsat tingkat nasional terdiri atas Menteri yang menyelenggarakan urusan di bidang pemerintahan dalam negeri, Menteri yang menyelenggarakan urusan pemerintahan di bidang keuangan, dan Kepala Kepolisian Negara Republik Indonesia.
“Amanat Presiden bahwa pembina Samsat itu Kemendagri, Jasa raharja dan juga Polri oleh karena itu kami akan lakukan koordinasi secara periodik dan jadikan forum ini sebagai wadah bersama untuk sharing dan konsultasi.” jelas Fatoni.
Susunan keanggotaan sekretariat sesuai Keputusan Bersama Pembina SAMSAT Tingkat Nasional Nomor 973-027 Tahun 2019, Nomor P/50.1/SP/2019 dan Nomor KB/1/VIII/2019 tanggal 27 Agustus 2019, bahwa Pelaksana Tugas Pembina terdiri atas Direktur Jenderal Bina Keuangan Daerah Kemendagri, Direktur Utama PT. Jasa Raharja, dan Kepala Korps Lalu Lintas POLRI.
Kemudian Penanggung jawab terdiri atas Direktur Pendapatan Daerah, Ditjen Bina Keuda Kemendagri, Direktur Opersional PT. Jasa Raharja dan Direktur Regident Korlantas POLRI. Adapun koordinator, terdiri atas Kasubdit Pendapatan Daerah Ditjen Bina Keuda Kemendagri, Kepala Divisi Asuransi PT. Jasa Raharja dan Kepala Subdit STNK Direktorat Regident Korlantas POLRI.
