JakartaBicara, NTT – Tiga tahun lebih berjalan, ganti untung lahan untuk seluruh masyarakat pemilik lahan di lokasi Pembangunan Bendungan Temef di Kabupaten Timor Tegah Selatan (TTS), Nusa Tenggara Timur (NTT), hingga kini belum tuntas diproses.
Kementerian Lingkungan Hidup dan Kehutanan (LHK) dinilai paling bertanggung jawab atas keterlambatan proses ganti untung lahan kepada warga terdampak Pembangunan Bendungan tesebut.
”Ini sudah teralalu lama, masa sudah tiga tahun satupun bidang tanah di lokasi Bendungan Temef belum diselesaikan oleh Pemerintah Pusat kepada pemilik lahan. Sebagai wakil rakyat, kami akan turung langsung dan mengawal proses ini. Jika memang harus ke Jakarta untuk bertemu dengan Menteri LHK kami akan berangkat, apapun alasannya ini adalah tanggung jawab mereka,” kata Yusuf Soru, Wakil Ketua DPRD TTS, saat ditemui di Kota Soe, Rabu (8/6/2022).
Sementara itu, Kepala Satuan Kerja (Kasatker) Bendungan Frengky Welkis mengaku proses pengurusan pembayaran lahan Bendungan Temef telah dikoordinasikan dengan Kementerian LKH dan sudah dmulai sejak tiga tahun silam.
“Prosesnya memang sudah lama dan koordinasi juga kita lakukan terus dengan Kementerian LHK, dalam hal ini UPT yang ada di NTT. Namun belum tuntas sampai sekarang,” ujar Frengky.
Menurutnya ada hal prinsip menyangkut Surat Keputusan (SK) Defenitif Penetapan Batas Kawasan Hutan yang dibutuhkan BPN.
“SK itu sangat dibutuhkan oleh BPN agar bisa memastikan area yang sudah dikeluarkan dari kawasan hutan sejak tahun 2016, selain batas luar kawasan pada area yang dikeluarkan sebelum tahun 2016 juga diperlukan BPN untuk kepastian lebih lanjut apakah yang didata masih dalam kawasan hutan atau sud dikeluarkan”, jelasnya Frengky.
Sebagai informasi, luas kawasan yang dibutuhkan untuk lokasi pembangunan Bendungan Temef di Kabupaten TTS sebanyak 485,5 hektar, dan dari jumlah tersebut 50 persennya adalah hutan kawasan yang membutuhkan dokumen dari Kementerian LHK untuk proses pembayaran ganti untung kepada warga pemilik lahan.(Ras)
